If you're going to be on the West side, Sedro-Woolley ("Woolley" to the locals). On the East side, Winthrop. Both are a long way away, but North Cascades is not developed like many large NPS areas. I think their yearly visitation is like 400,00 compared to something like Grand Canyon at 7,000,000+.

Ross lake is a great hidden gem in the North Cascades National Park. Reservation and front desk service were excellent. They even had working WIFI! The views from the resort are breathtaking, very surreal and quiet. Will come back and stay at the resort as this should be on everyone's list while in the National Park.
